FSA Opens Consultation on First Proposed CBD Food Authorisations

Contact us

On 28 August 2025, the UK Food Standards Agency (FSA) opened a 12-week public consultation on its first proposed authorisations for CBD food products in Great Britain.

The consultation covers three applications (RP07, RP350, RP427) that have passed initial safety assessment. Draft recommendations include clear warning labels (not suitable for under-18s; not suitable during pregnancy or breastfeeding or for those trying to conceive; seek healthcare advice if taking medicines or if immunosuppressed).

The consultation closes 20 November 2025. If Ministers approve, these would become the first fully regulated CBD foods on the GB market.

What this means for brands

If you place CBD foods or supplements on the GB market, this consultation signals a shift toward a regulated CBD landscape. Now is the time to plan a testing programme and ensure label compliance to support applications, reformulation and ongoing due diligence.

How we can support CBD compliance

Through Eurofins Food Testing UK in partnership with Eurofins WEJ Contaminants GmbH competence centre in Germany, we provide cannabinoid testing for all food formats and supplements.

We quantify CBD, CBDA, Δ9-THC, THCA, Δ8-THC, THCV, CBG, CBN and more, and report Δ9-THC equivalents for hemp-seed matrices where relevant alongside clear Certificates of Analysis.

Next steps

  • Respond to the FSA consultation and review labels against draft warnings

  • Validate your portfolio: commission cannabinoid profiles across formats and ingredients; confirm Δ9-THC equivalents where hemp-seed matrices are in scope

  • Plan for authorisation: assemble evidence packages and consider reformulation strategies
